Dear Purchasers

By now you’re probably aware of the ever evolving construction climate and the continued uncertainty surrounding the impact of COVID-19 on the anticipated completion date of your new home or investment , particularly since the State of Victoria has now moved to Stage 4 Lockdown.

What these new restrictions mean to your builder is detailed on the link to the government web site below;

Throughout Stage 4 , we’ll continue to be diligent and ensure that our construction portal is up to date with any information passed on as soon as it is received by us from our clients. The common theme amongst all of our developer’s is that no one will fully understand or realise the full impact on an anticipated delivery date until the end of Stage 4 (soon we all hope)  . We’ll have further answers for you regarding your own particular project at this time.

We hope you are safe and staying healthy in these trying times.

A quick update on 835 High, if you’ve been past site lately you would’ve noticed the existing buildings have been demolished and the site has been cleared in preparation for the basement excavation and retention works.  A very exciting time for the project with the pilling rig arriving on site yesterday.  As you would be aware, it’s a very testing time in the construction industry with forever changing restrictions, we are very pleased to advise that due to the scale and current phase (early works – which require less labour) our project in the short-medium term will remain relatively immune from the latest Stage 4 restrictions.  The team from Flux are doing an incredible job navigating the various Covid related issues and have systems in place to mitigate any significant delays.

Once we are out of Stage 4 restrictions, we encourage you to drive past the site and see the progress.  Our next update will be from the bottom of the new basement!

The Contractor is doing a fantastic job of pushing through under the restrictions. We couldn’t be happier with the diligence they are proceeding with under some trying circumstances.

  • Level 2 Slab has now been completed 100%
  • Frames are being stood for Level 3 (final level of concrete slab)
  • Building is taking shape from the street front
  • Formwork has been removed from the basement, it has revealed a clean and high-quality product throughout
  • Lights are now installed in the basement, Services-rough in has commenced in earnest, however the focus of the labour allocation is to structure

Apartment Joinery manufacture have started and we are inspecting the prototype which has been setup in a local factory, this Thursday. We will take some photos for distribution in our next update.

Despite the slowdown, we are confident the project remains on track for move-in mid 2021.

Dear Purchasers,

We are pleased to advise that we have been powering ahead with construction in the last few months. We have noted the progress highlights below.

  • Retention & Structure – 100% complete
  • Windows – 100% installed
  • Services Rough In – 70% completed
  • Cladding – 70% competed

As you may be aware the Victorian Government have announced Covid – 19 stage 4 restrictions. Although construction activities fall under essential services, all construction projects must adhere to reduced workforce on site to continue construction activity. This means our builder has had to lower their workers to a maximum of 25% on site which will unfortunately slow down and delay the progress. Our builder and their subcontractors have been working incredibly hard and are doing everything they can to maintain work flow during these unprecedented times.

Due to the pandemic stage 4 restrictions, our expected completion date will be pushed to Q1 2021. Obviously, this all depends on further government regulations and how the covid-19 situation unfolds. We have been following all government advice and procedures to help ensure work continues steadily on site. We are working closely with our builder and providing maximum support to ensure the project will be completed in a timely manner with minimal delay. We will introduce you to our settlements team 3 months prior to practical completion and they will take you through the entire settlement process and help with settlement co-ordination.

We appreciate your patience and understanding during these challenging times and please be assured that we will endeavor to keep you updated as construction progresses.

As you may be aware, there have been further announcements from the Victorian Government regarding Stage 4 Lockdown restrictions relating to the construction industry.

Although still considered an essential service, from Friday midnight all construction projects will be required to reduce onsite capacity.

Central Park unfortunately falls into the small-scale project definition.  This means our site would be limited to a maximum of 5 workers including supervision.  Other requirements include no blending of shifts, workers may only work on one site and the implementation of universal COVID Safe Plan which includes contact tracing.

Please rest assured the project team are working closely with our builder, Figurehead, and liaising with governing bodies to see if this categorisation can be amended.

At this early stage, it does appear we will lose almost six weeks in progress which will inevitably delay the timing of settlement.

We appreciate your patience and understanding during these challenging times and assure you that we are doing everything we can to complete the project in a timely manner with minimal delay.

During Stage 4 lockdown, work is still progressing on site, however at a slower rate of production.

The state government enforced a reduced work force capacity to only 25% during this time.

Although this has slowed our progress, Method Constructions are confident that the lost time can be made up over the next 4 months, during the erection of the main concrete structure.

Therefore, at this stage we are still on track for a mid-2021 completion.

Method Constructions are abiding to strict Covid-19 health rules on site as well as at their head office, and to date no Covid-19 positive tests have been recorded.

All basement retention works have been completed including piling and anchoring, the bulk excavation down to the bottom of the second basement has been completed and, the concrete has been poured for the lift core, and crane base.

Currently the civil and drainage works of the lower basement are being done, as seen in the attached photo.

Dear Helm Apartment Owner,

We write to provide you with some insight as to any confirmed effect on the HELM Completion Date by the COVID-19 Stage 4 Lockdown.

The reduction of Construction Contractors, at a reduced percentage of 25% under COVID Stage 4 Restrictions will mean that, for 6 weeks, we can have no more than 10 Contractors on site at any one time.

However, in the background, we will be continuing to plan, organise and do all mechanical drawings necessary to complete the development, so even though there is a reduced number of Contractors on site, all work off-site is full-steam ahead which will mean, at the completion of Stage 4 Lockdown (being Sunday 13th September 2020), the site will be up running full-steam ahead.

Obviously we are not able to actually provide an updated Completion Date however, in talking to the Directors of FOURSQ, they are doing their utmost to meet their scheduled Completion Date of mid-end November 2020.

We will continue to keep you informed as we progress through Stage 4 Lockdown and hopefully at the end of the Lockdown period, we will have a much more informed Completion Date.

As of today’s date, we are very pleased with the progress that FOURSQ have achieved since they have been on site.

The developers have provided us with the following update:

We are pleased to advise that we have passed the most challenging and unpredictable phase of the construction.

As advised previously, all of the low grade contaminated fill has been removed. The next challenge was to deal with the water table.

This part of St Kilda was originally a swamp. The fill was bought in to lift ground level above the water level. Consequently, the water table is not far below the surface and is a significant challenge both during construction and to construct dry basements.  In order to achieve this, we have laid boreholes fed by trenches from all over the site (see the photo attached). These bores are constantly pumped to settlement tanks before discharging to the storm water system.

Further photos show the positioning of reinforcement in the final structural footing.

The next stage is to pour a hydrostatic slab. This is a very thick, heavy slab which will assist in ensuring that the basement doesn’t literally float up on the water table.

The hydrostatic slab will be poured in the next week or so. From there, construction will be virtually without risk and should proceed without further delay.

We are currently targeting a construction completion date in mid July, 2021

The Victorian government introduced on 2 August 2020 stage 4 Covid restrictions, which have reduced the workforce permitted on site down to 25% of the prior level and limited production of on-site materials.

Construction work is continuing, with the builder rescheduling the various trades to get the most efficient progress possible in the circumstances. The stage 4 restrictions are meant to apply until 13 September 2020, but this date may change. It is therefore too early to assess the full impact on our delivery program of the restrictions, but completion within the first quarter 2021 is still being targeted.

General Onsite Status Update

Construction at St. James Park had been progressing well before the government restrictions with the builder on schedule. The crane has been dismantled and removed from site, with fill in work commenced.

Solar panels have been installed on the rooftop and installation of windows throughout the development is almost complete.

Internal spaces are shaping up well, with wall set-outs complete, and all electrical rough-ins complete for all cavities and ceiling spaces.

Furthermore, the finalisation of plaster board walls and painting is well underway and joinery installation has commenced within several lower level apartments.

We thank you for your ongoing patience as the Builder and Developer continue to work toward settlement through this unprecedented period.

In welcome news, restrictions have been eased for the construction industry in Victoria and we expect an additional 60% (up to 85%) of the workforce will be back on-site in the coming days. In other good news, progress continues as the apartments are rapidly taking shape, and after having inspected the site late last week we anticipate that bank valuations should be able to commence in a couple of weeks.

As a reminder, these inspections will be for banks’ valuers only. Once valuations are available an email will be sent to you to advise the exact commencement date of bank valuations so please look-out for this in a couple of weeks. Your opportunity to inspect your apartment will come closer to settlement when Pre-settlement Inspections can commence.

In the meantime, we encourage you to move your loan applications forward to ensure that you are ready for settlement.

For the month of July, we have poured all slabs to the Northern block fronting McCracken Street.
We have started preparing & pouring the slabs on the Southern Block fronting Wilkinson Road.
Underground plumbing to the Mid block is underway.

For the month of August, we have continued with pouring the ground floor slabs to the southern block of townhouses as you can see from the recent photographs. Internal drainage to the mid block will also be completed.
All wall frames are well underway in production, with the first set for the Northern block due to arrive later in the month.

The impacts of Stage 4 restrictions will not be fully realized until October and we will provide a further update in due course.

We have been provided the following update from the developer:

Thank you for your patience as the Developer, Trenerry Property Group, and the Builder, Hacer, work through the repercussions of the recently introduced Stage 4 restrictions and their effect on settlement. As a large part of the requirements of these restrictions, the workforce at West End has now been reduced by 75% from 550 to 110 workers on site. Understandably this has had a large impact on the progress of the building. As a result of these worker reductions, the ancillary effects of the restrictions, and despite the best efforts of all parties, settlement will now be delayed.

Settlement of the Adderley building is now expected to take place in Mid-December. The current program is based on Stage 4 restrictions ending on Sunday 13 September
